Construction On Marguerite... long and winding road...

Is it just me, or will the work being done on Marguerite Parkway ever end? My dad was in a board and care off Margarite and Oso 4 years ago and we were dodging construction then! There's always some kind of road work, tree trimming, landscaping going on...everyday! Usually, at peek hours. Last week, I almost rear ended one of the landscaping trucks because they didn't have enough cones out for me to slow down.  I'm curious why all the work is done on this street, and when is it going to end? Will some of that money ever be allocated to other areas, like on the north side of Mission Viejo? Just wonder what other people think about this ongoing work.
