A former Mission Viejo mayor has become the first democrat to announce he is running for governor in South Dakota in 2014.

Joe Lowe served on the Mission Viejo City Council from Jan. 1993 through Dec. 1996. He was mayor in 1995. He worked as a firefighter.

Since then he moved to Rapid City, S.D. He served as the state's first wildfire chief when the department was formed in 2001. He retired from that position in Jan. 2012.

Lowe is also an avid photographer. He opened a gallery, Reflections of South Dakota, in Rapid City.

Lowe told Fox he plans to tour small towns in South Dakota to begin his campaign.

Last time I checked, South Dakota was not on the East Coast!

I had a mental lapse when I first posted this, Dan, and the subhead referred to the East Coast. I must've been thinking of South Carolina.
